POSITION TITLE: Human Resources/Payroll Specialist

 

SUMMARY: This position is responsible for the overall operation of Human Resources and Payroll.  Duties will include all aspects related to the successful completion and administration of monthly payroll, benefits and human resource functions. The successful candidate will be:  (1) providing expertise and insight to senior leadership on employee payroll laws and regulations, (2) preparing and transmitting tax information and reports to Colorado Department of Revenue, PERA, the Colorado Department of Labor, Benefit providers and the Internal Revenue Service, and (3) managing annual creation and distribution of W-2s.

 

TECHNICAL SKILLS, KNOWLEDGE & ABILITIES: The candidate’s skill set will include strong critical thinking and problem solving skills, excellent communication, accounting and math skills, and familiarity with current tax laws, PERA regulations, 403B/401K compliance laws, FMLA, ERISA, FLSA, and Colorado Employment Labor Laws. Additionally, candidates must be adept at maintaining confidentiality, managing multiple tasks with frequent interruptions, managing multiple priorities, and have outstanding oral and written communication skills.

 

MINIMUM QUALIFICATIONS:  Bachelor’s Degree is preferred. Demonstrated knowledge of and experience with Paychex payroll software is also preferred.  Experience in maintaining confidential information and performing detail oriented tasks, clerical skills including computer proficiency in word processing and Excel, ability to prioritize numerous complex tasks and to exhibit excellent organizational skills. A minimum of five years direct payroll experience is preferred.

 

TERMS OF EMPLOYMENT:  A competitive salary will be offered based on qualifications.  Please include all relevant payroll experience and salary information in the application. Medical benefits, vacation, and annual leave are included. The work year will include 130 days and 40 hours/week. The Executive Director performs the annual evaluation.

 

DUTIES AND RESPONSIBILITIES:

  1. Responsible for monthly payroll processing including but not limited to:  creating spreadsheets, processing benefit deductions, garnishment payments, payroll deductions, calculating pay sheets, confirming payroll cycle, processing leave accruals, creating direct deposit files, distributing pay advices, processing termination pay calculations, creating/processing PERA files, and running various reports. Additional responsibilities include: managing final review of all payroll data, verifying payroll changes to new, current and terminated employees, and uploading all 401K, 403B and HSA contributions to third party websites after payroll is completed.

  2. Maintain a current understanding of federal and state payroll laws. Advise school employees, supervisors and deans regarding payroll compliance with master agreement and federal and state laws related to payments, benefits deductions and compensation.

  3. Responsible for resolving system issues and concerns.  Candidate should be familiar with the Paychex payroll software and processing.  Manage implementation of released tax updates. Identify, recommend and implement appropriate business process efficiencies related to payroll processing. Update all new Human Resource documents and processes. Responsible for staying current with Human Resource changes, and updating payroll, time and labor, deduction and rate tables as necessary.

  4. Resolve payroll issues and concerns with internal stakeholders such as employees, departments and the building through effective communication skills and excellent customer service.  Calculate and prepare checks as necessary.

  5. Responsible for the calculation, preparation and transmittance of monthly and quarterly federal and state tax deposits (if applicable), quarterly unemployment reports, and unemployment wage audits, monthly PERA Contribution Summary Report and payment, and resolve discrepancies as warranted.  Remain knowledgeable of current PERA regulations, current events and proposed new legislation. Provide required payroll data to a variety of federal and state agencies. Prepare and transmit tax information and reports to the Colorado Department of Revenue, PERA, and the Internal Revenue Service.

  6. Reconcile deductions and requisition payments for all medical, dental, vision, 401(k), 403(b), PERA, Basic Life, Optional Life, Dependent Life and other payroll payments.

  7. Verify changes and corrections to employee tax withholdings and bank options, and work with the School’s bank when employee’s direct deposit is returned due to a closed account, etc.

  8. Correspond with personnel and administration in completion of duties.  Maintain communication between Human Resources/Payroll and personnel, respond to inquiries regarding complex payroll and personal matters. Follow procedures and precedents, and make appropriate decisions,  

  9. Perform other duties as assigned.
